Issue Summary

If you have Jira set up with the new framework to ack an alert when the status changes and have Opsgenie send a comment to Jira for acknowledgments, it will comment back to Jira after the status change. Other integrations don't send actions back if it was initiated from the connected tool.

Steps to Reproduce

1. Create a Jira integration with the new framework
2. Set it to have the OG alert get ack'ed when the Jira issue status is changed.
3. Set it to have OG comment in Jira when the alert is ack'ed.

Expected Results

When the Jira issue's status is changed, it should ack the alert and a payload shouldn't get sent back to Jira.

Actual Results

OG sends a comment back to Jira about the ack.
