The SMS function was disabled for non-licensed Stakeholder users (users who are strictly Stakeholders, not licensed Users/Owners/Admins on the site), and this has reduced the notification avenues for those users part of Incidents. Requesting that this function be added back to the role so communication with external users can be improved.
