Issue Summary

When the Alert Message contains Chinese Characters, and a notification for the alert is sent to Chinese based SMS recipients (+86 ... numbers) , the message is being truncated before the Chinese characters appear in the message. Note - this is before the first Chinese characters, not at the start of the first Chinese Character.

Steps to Reproduce

1. Create an Alert with English text followed by some Chinese Characters
2. Send this Alert to Chinese based SMS Number (+86...)

Expected Results

The SMS message would either include the Chinese Characters or not display them in the SMS.

Actual Results

The SMS being received is truncating prior to the point where Chinese characters would be in the Alert Message.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
