Issue Summary

The "Add heartbeat" button is missing from Settings > Heartbeats page.

The "Add Heartbeats to monitor systems" indicated that heartbeats can be added "from Heartbeats tab of your team, or from the Heartbeats page that is available on the left-hand side menu"

Steps to Reproduce

1. Login as an Opsgenie Admin or Owner to an Opsgenie Standard or Opsgenie Enterprise instance
2. Navigate to the Settings > Heartbeats page

Expected Results

Expect to see the "Add heartbeat" button on the global Heartbeats page.

Actual Results

There is no option to create a heartbeat from the Settings > Heartbeats page

Workaround

Without the create heartbeat button on the global Heartbeats page, available options include:

1. Create heartbeat from within the Heartbeats tab of a team
2. Use the Heartbeat API to send the add heartbeat request
