Issue Summary

When searching for users, using uppercase does not yield a result when adding them as responders, team members, etc.

However, using upper case does yield correct results if you enter more than three characters.

Steps to Reproduce

1. Create a new alert and then search for a user using upper case
2. The user is not presented in the result.

Expected Results

User search should not be case-sensitive and should have the same result (upper and lower case)

Actual Results

When searching for a user using uppercase, the user is not shown in the result; it only shows the teams that have the characters.

Workaround

Use lowercase when searching for the user. However, if uppercase is required, have more than three characters when searching.
