Issue Summary

We've had numerous reports from clients stating that voice notifications to Singapore mobile numbers are failing. 

Steps to Reproduce

Users within Singapore with Singaporean mobile phone numbers are not receiving phone calls.

Expected Results

Voice notification to be successfully delivered.

Actual Results

Voice notifications are not being delivered.

Workaround

Enable other notification methods such as Opsgenie App notification, SMS or email.
