Enhance the notification system for Notes in Opsgenie by allowing users to set a delay for note notifications and to direct notifications specifically to the team member currently on schedule.

Currently, Opsgenie does not provide an option to delay notifications for Notes. Notifications are sent immediately upon a note update, which can lead to missed alerts due to human error. Additionally, notifications are sent to all team members instead of only the person on schedule.
