Issue:

Some customer's would like the ability to allow users to only close incidents where they are on one of the incident team's responders. Allowing users to close all incidents can result in incidents being mistakenly closed. The only other option is to restrict the ability of user to close incidents altogether. 

Suggested solutions:

possible solutions for this issue are as follows:

• A permission in the user and admin roles saying ‘can resolve/close other teams’ incidents'
• A setting in an incident reading ‘Only owner / team owner can resolve/close this incident’
• A setting in an incident reading 'Resolution/closure of this incident needs approval from owner/owner team
