Issue Summary

At this time, there isn't a way to configure the time of day at which a subscription will be sent out. Every time a subscription is created it is randomly assigned to an hour of the day and sent out accordingly. The subscription will go out at the same time every day.

Steps to Reproduce

1. Create a new report subscription. 
2. Select Daily/Weekly/Monthly as the frequency to send the report. 
3. None of the options will allow you to configure the exact time of day that the report is sent out. 

Expected Results

It is expected that you would be able to configure the exact time of day that the report subscription gets sent out.
