KMS Encryption support for Outgoing AWS SNS Integration

      Currently, the Opsgenie integration for publishing AWS SNS Messages does not support topics with KMS/Server side encryption, causing "KMSAccessDenied" errors.

      This request is to implement this functionality, as some customers have this security requirement for their instances.
