Ability to trigger webhook when postmortem is published

There isn't currently a way to trigger a webhook when a postmortem is published. This would be helpful for customers to add automated processes around this action.

Suggested Solutions

Add an option to trigger a webhook (or OEC) integration when a postmortem is published.

Current Workarounds

Set up automation in another tool around the stakeholder emails.
