Issue Summary
When adding a note to an alert via Microsoft Teams, Emoji's, Japanese Brackets and Unicode characters are ignored.
- Japanese Bracket(【】)
- This is not only supported by Unicode, but also by the old Japanese encoding

Steps to Reproduce
- Attempt to create a note that includes Unicode, Emoji's and/or Japanese brackets via the UI - notice it saves as expected
- Attempt to add the note via MS Teams - notice these characters are not present in the Alert
