Issue Summary

When adding a note to an alert via Microsoft Teams, Emoji's, Japanese Brackets and Unicode characters are ignored. 

• Japanese Bracket（【】）

• This is not only supported by Unicode, but also by the old Japanese encoding
• https://en.wikipedia.org/wiki/Bracket

• Emoji（）
• UnicodeString（🈕）

Steps to Reproduce

• Attempt to create a note that includes Unicode, Emoji's and/or Japanese brackets via the UI - notice it saves as expected 
• Attempt to add the note via MS Teams - notice these characters are not present in the Alert

Where Unicode, emoji or Japanese brackets are required, please post directly via the UI.
