Issue Summary
Unable to split Opsgenie from JSM if it has been previously merged with JSM and the Atlassian Site is Billed in CCP.
Steps to Reproduce

Expected Results
To be able to split Opsgenie from JSM even if it was previously split and merged.
Actual Results
Unable to split a previously merged instance.
Workaround
Currently, there is no known workaround for this behaviour. A workaround will be added here when available
