Ability to view disabled addons in the Central user management

      Sometimes app updates can lead to the app getting disabled. Example- ECO-551 

      The new Central app management doesn't show disabled apps which leads to users not being able to use the app or uninstall and reinstall the app again.

      It would be great to have the visibility of disabled apps.
