Allow admins to grant/revoke app permissions on a per-user/per-group basis

      Problem Definition

      Currently, an admin can only control access to an app if the app itself implements user access controls (Most don't).

      That means that app access can't be edited for specific users or groups.

      Suggested Solution

      Allow admins to grant/revoke app permissions on a per-user/per-group basis

            After some analysis, we've found that this ticket is a duplicate of the request JRACLOUD-59932 – Separate license base for Addons / Allow admin to limit add-on licenses to specific users
