Newly installed apps do not return access scopes initially in JCMA

Issue Summary

In Jira Cloud Migration Assistant, when installing an app for the first time and then going to App Assessment stage Prepare your Apps, the access scope do not display in the modal box the first time they are viewed.

Steps to Reproduce

1. Install JCMA and an app that has an automatic migration path
2. Set the app as Needed in Cloud in the Assess your apps step
3. Install the cloud version of the app in Prepare your apps step
4. Go to Agree to app migration and click View policy

Expected Results

The modal displays all the scopes.

Actual Results

The modal does not list any scopes.

Workaround

Click Confirm on the modal and then click View policy again. The scopes should appear.
