Issues are sometimes rendered as plain text instead of a link after migration

      Issue Summary

      Following a migration from Jira Server/Data Center to Jira Cloud, issue links do not always render as a smart link.

      Steps to Reproduce

      1. In Jira Data Center, create a new project ABC
      2. Create issue ABC-1
      3. Create issue ABC-2 and in the issue description, add text ABC-1, for example
        Website is broken, likely related to deployment of ABC-1
        
      4. Migrate project ABC to Cloud
      5. View issue ABC-2 in Jira Cloud

      Expected Results

      Following a migration, smart links for valid issue keys should be rendered 100% of the time

      Actual Results

      On some occasions, a smart link is not rendered, and ABC-1 appears as plain text.

      This is likely an issue due to a race condition where ABC-1 is not recognised as a valid issue key during migration.
