Issue Summary
When using the Confluence Cloud Migration Assistant, you MUST select users or groups to migrate along with the rest of your data, you should be able to skip users if you want

Expected Results
The ability to select 'no users and groups'

Actual Results

The Migration Assistant button 'check for errors', which is the next step, is grayed out and will not let you proceed.
