Issue Summary

This is reproducible on Data Center: (yes)

When Confluence server runs in an environment with restricted network (no internet access), an error related to "Fx3 Service" is logged every ~5 minutes

Steps to Reproduce

1. Install Confluence 7.19.14
2. Restrict internet access on the server
3. Monitor atlassian-confluence.log files

Expected Results

No Fx3 Service errors are logged when Confluence runs in a restricted network (no internet access)

Actual Results

The below error is thrown in the atlassian-confluence.log file every ~5 mins when Confluence does not have internet access:

2023-09-19 11:27:39,474 ERROR [pool-30-thread-1] [agent.service.featureflag.Fx3OkhttpAdapter] post Error occurred while making post request with message : timeout . Returning empty FeatureFlag Set from Fx3 Service

2023-09-19 11:12:27,264 ERROR [pool-28-thread-1] [agent.service.featureflag.Fx3OkhttpAdapter] post Error occurred while making post request with message : timeout . Returning empty FeatureFlag Set from Fx3 Service 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
