      Problem Definition

      Right now the JIRA Migration assistant only supports migrating projects together with users.
      While this is a needed approach to import data with the correct ownership into Cloud this blocks test migrations where invalid users are present in the server userbase(users with a null email address for example). Those customers need to first clean up the server userbase before being able to use the assistant and test their migration.

      Suggested Solution

      Add an option to ignore some or all users so admins can test the migration assistant without needing to clean up any invalid accounts in the server userbase.

      OR

      Have JCMA figure out which users have no data at all, and which users have no access to Jira, and exclude those users from the set of users to migrate.

            [MIG-128] Support migrating data without users/groups

            MIG-1509 was created to reintroduce this as a still relevant bug.

            Please vote on/watch the new MIG and add any relevant comments there for better traction on this topic.

            Note that we have implemented a way in the Jira Cloud Migration Assistant to migrate without users & groups.

            This is however not a user facing feature as it is a very manual process and prone to errors and so we request that if you want to use this feature:

            Please contact Atlassian Support and reference this ticket https://jira.atlassian.com/browse/MIG-128

            We will then provide instructions on how to active the feature and also so that we can guide you the process of manually overriding user & groups migrations.

            This feature request had a second suggestion which has not yet been implemented,
