Team Managed Business project board filter is returning users from the site and not scoping the users present in the project

      Issue Summary

      For Team Managed business projects, the board filter is returning all the users from a site and not respecting the project users, when the project is set to Private.

      Steps to Reproduce

      1. Ensure to have a TMP Business Project with the Access settings set to Private
      2. Go to the Board from this project and click on Filter
      3. Note that it will show up assignees that are not related to the project.
      4. Side note: If we click on the ..., it will also display the list with unrelated users.

      Expected Results

      The Filter should return only users that are associated with the project.

      Actual Results

      The Filter is returning users that are not associated with the project.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
