Issue Summary

User Picker Filter on Business Boards showing wrong users, even when filtering by a user picker custom field scoped to a specific group.

Steps to Reproduce

Scenario 1

1. Go to any Jira Business Project
2. Click On Board.
3. Click on Filters.
4. Go to Any default user picker field EG. Assignee, Reporter
5. Check the users available.
6. Wrong users are shown.

Scenario 2: User Picket Custom Field

1. Create a User Picker Custom Field.
2. Add it to Business Project Screens
3. Edit the custom field user filtering
4. Select a Group
5. Go to Jira Business Project
6. Click On Board.
7. Click on Filters.
8. Go to Custom Fields
9. Look for the User Picker Custom field.
10. Check users available.
11. Other users not in the Group selected in Custom Field filtering will be shown.

Please note- The issue persists with the label field as well. Even after users have removed specific labels from the tickets in the filter, the labels field continues to display values from labels associated with various other projects. This can be confusing, as it creates the impression that those labels are still relevant to the current tickets, despite having been filtered out. It's important that the labels field accurately reflects the current selections made in the filter to ensure clarity and avoid any misunderstandings.

Expected Results

Filter to show only valid users and/or users that only belong to the group in the Custom Field filtering configured

Actual Results

Wrong users are shown.
