Allow additional roles or groups to be excluded from approvers in JWM approvals feature

      Currently, there is no way to restrict users as approval for approvals feature.

      Administrators may want to restrict who can approve a request, such as preventing users from doing so, including users who are not the assignee of the issue.

      This suggestion is similar to JSM approvals suggestion.
