Users without product access can't submit JWM open access forms

      Issue Summary

      JWM forms have a feature to set the form's access level to be either Open or Limited. When the forms access level is set to Open, users who are added to the site and have site access but don't have access to any of the products on the site; should still be able to submit the form.

      They are unable to do this and instead, see a dialog advising them to request access from an admin.

      Steps to Reproduce

      1. Create a form on a JWM project and set the access level on the form to - "Open"
      2. For any users on the site, ensure they have site access enabled but don't have access to any products ( Jira Software / JSM / JWM /JPD etc )
      3. Log in as the user from step 2 and attempt to submit the form ( using a link to the form ) 

      Expected Results

      User can view and submit the form as needed

      Actual Results

      The below screen is displayed advising the user to request access from an admin:

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
