Users without product access can't submit JWM open access forms

      Issue Summary

      JWM forms have a feature to set the form's access level to be either Open or Limited. When the forms access level is set to Open, users who are added to the site and have site access but don't have access to any of the products on the site; should still be able to submit the form.

      They are unable to do this and instead, see a dialog advising them to request access from an admin.

      Steps to Reproduce

      1. Create a form on a JWM project and set the access level on the form to - "Open"
      2. For any users on the site, ensure they have site access enabled but don't have access to any products ( Jira Software / JSM / JWM /JPD etc )
      3. Log in as the user from step 2 and attempt to submit the form ( using a link to the form ) 

      Expected Results

      User can view and submit the form as needed

      Actual Results

      The below screen is displayed advising the user to request access from an admin:

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available

            JWM Open Forms do not work with anonymous access. You can use anonymous access to enable unlicensed users to create issues, however, to be able to access the form, they still need Jira license.

            Based on this document, you can decide who can submit requests using your forms. There are two access levels you can select from:

            • Limited: Only users who have permission to create an issue in the project can access this form.
            • Open: Any user who has a Jira license and can access the instance the form is available in can access this form.

            Both these access levels need a Jira License.

            We understand how this feature can help our customers thus we do have an open feature request for it here:

            • JWMCLOUD-287: Forms: any anonymous or unauthenticated user can submit a Form

            There are some workarounds mentioned in this feature request that may help you:

            Workaround

            • Using an issue collector with a default reporter option can effectively provide the ability for users to create an issue instead, but this is not the same as using the forms
            • Within Jira Service Management projects, there is the ability to use the widget which can be setup in such a way to allow anonymous/unauthenticated users to submit requests to that project.
