Summary
Currently the list filter options might show any users under user picker fields such as Assignee and Reporter. That includes third-party app users, JSM portal customer accounts, etc.
That might pollute the options making the filtering action harder.
Suggestion
Make it so the users displayed are only the ones relevant to the project. E.g. users actually set as Assignees or Reporters, users that have access to the project, etc.
