Issue Summary

Issue restrictions pop up doesn't show in side issue view with CMP project

Steps to Reproduce

1. Navigate to CMP Business Project View (Board, List, etc)
2. Click on an issue to view it in the side panel
3. Click on the padlock icon to set the issue security level

Expected Results

It should show all the available security levels to set in that issue

Actual Results

It doesn't list anything

Workaround

Open the issue in full view and select the desired issue security level
