As a Jira Work Management admin, I would like to use Forms by decoupling it from the Create Issues permission.

This is how I would like it to behave:

• Users throughout the company can use Forms instead of the regular
  Create Issue view to report issues to other project teams.

Context:

• Users throughout the company have read and comment access to most
  projects.
• Only users who participate actively in a project have Issue Create
  access.

This way, any logged-in user could use the form to report issues.
