Summary of bug

If the feedback module is disabled, then when the user creates an issue in the planning mode of the board, there will be an error

Steps to reproduce

Disable the feedback module of GreenHopper
Access a Scrum board, and use the Plan mode
Create an issue
Issue will be created, but with the following error message :

Additional Findings

Problem does not occur when in Work or Report mode
Problem does not occur when creating issues in JIRA
Problem does not occur if the Feedback module is enabled
