Operations menu fails to load actions when launched from the issue popup....

The operations dialog fails to load actions when launched from the "view issue" dialog available from the planning board. No errors or warnings appear in the logs.

Steps to reproduce:

1. Navigate to the "Planning Board"
2. Highlight an issue using the j and k keys
3. Hit "enter" to open the "view issue" dialog.
4. From within the dialog, hit the dot key
5. The operations menu appears, but fails to populate with a list of actions

If you monitor the loading of the dot menu using the developer tools in Chrome, you can see that an XHR request is sent for ActionsAndOperations, and that it returns data. It seems like the data just isn't being used correctly once it's retrieved.

The workaround for the time being is to perform the action directly on the issue using the dot key without opening the "view issue" dialog.
