Issue Summary
The interactive element within the "Linked pages" dialog is not accessible for Keyboard-only users.

Steps to Reproduce
- Open the Jira DC application.
- Activate the "Projects" button in the header, then select a project from the popup.
- Navigate to the side navigation and activate the "Backlog" link.
- Navigate and activate "View linked pages" in the main content area.
- An inline dialog appears on the page.
- Try to navigate to the "create a new page" link using the keyboard.
- Observe that this link does not receive keyboard focus.

Actual Results
The "create a new page" link within the "Linked pages" dialog is not accessible to users who rely solely on keyboard navigation. This accessibility concern arises because the element is implemented as an <a> tag lacking an "href" attribute, thereby preventing the control from obtaining keyboard focus.
This made it difficult for keyboard-only users to access the functionality associated with the mentioned link.
Expected Results
Ensure that all interactive elements receive keyboard focus, are operable by keyboard.
In this scenario, add a valid "href" attribute to the <a> element so it functions as a proper link.

Workaround
