Issue Summary
The list of Excluded Releases for a plan is entirely removed when a previously excluded Issue is Re-included. Operations pertaining to Issues being excluded/re-included should have no effect on the list of Excluded
Steps to Reproduce
- Create a plan with issue sources
- Make sure there are releases in the plan
- Exclude them from the plan
- Remove an issue from the Plan by clicking the checkbox on the plan -> bulk edit -> remove from plan
- Re-add the issue to the Plan -> gear (settings) -> Excluded issues
Expected Results
The excluded releases should remain as deleted
Actual Results
The excluded releases are added back to the plan.
Workaround
Currently, there is no known workaround for this behavior. A workaround will be added here when available

It is observed that if a plan has one or more releases that are excluded from the plan, and if any excluded issue is added back to back, all the excluded releases are added back to the plan. h3.
