11th Comment not appearing on a Jira until the page is refreshed

Problem

The 11th Comment appears on Jira once the page is refreshed.

Environment

Jira Software 9.4

Steps to Reproduce

On an issue, created ten comments. Once you create the 11th, it will not show even with jira.comment.collapsing.minimum.hidden set to 0 unless you refresh the page.

Expected Results

Jira should show all comments without refreshing the page.

Actual Results

Jira shows only ten comments. The 11th comment didn't show.

Workaround

Refresh the page would bring all comments done after the 10th comment.
