"Create Branch" capability continues to exist even for archived issues (unlike 8.13.x where it got hidden)

Issue Summary

"Create Branch" capability used to get hidden for an archived issue on 8.13.x. However, this behavior has changed on 9.5.x, the option continues to appear even for an archived issue
This is reproducible on Data Center: yes

Steps to Reproduce

1. Create an application link between Jira and Bitbucket (in order to get the Create Branch option in Dev Panel)
2. Verify that you see the "Create Branch" option on an issue key
3. Archive the issue and check the "Create Branch" option is still present

Expected Results

Create Branch option on an archived issue gets hidden as it did at least in 8.13.x

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
