Issue Summary

Scroll bar on the scrum backlog screen goes past the bottom of screen

This is reproducible on Data Center: (yes) 

Steps to Reproduce

1. Access the Scrum backlog screen
2. Scroll down to the bottom of the page
3. Another scroll bar is also present which when scrolled down displays an empty screen at bottom

Expected Results

User should be able to scroll to the bottom of the page without displaying the white background page

Actual Results

White background page is displayed

Seems like a background Backlog panel is creating the additional scroll option

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
