Kanban Backlog shows blank content and two scrollbars

Issue Summary

The Board shows blank content at the end of the page after you scroll down the issues (i.e. backlog)
This happens only with Chrome and Edge but not with Firefox. A screen recording is attached for reference.
This is reproducible on Data Center: yes

Steps to Reproduce

1. Install and setup Jira 9.3.1
2. Open the Jira UI on a Chrome/Edge browser (Chrome 107.0.5304.122 (64-Bit))
3. Create a board and got to the backlog view
4. Scroll down to the bottom of the page, and you will get a blank page/panel at the bottom of the page

Expected Results

The blank space/panel appears at the end of the page.

Actual Results

No blank space is required at the end of the page while a board is viewed.

Workaround

Switch using the Firefox browser
