Issue Summary

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Spin up Jira Version 9.7.0
2. Create an Unreleased fix version and a Released fix version in a project ( projects >> <one project> >> releases )
   
3. Create a new issue under the project, and select the Fix version drop-down. 

Expected Results

Display versions based on status ( released vs unreleased versions)

Actual Results

Fix Version/s field displays all versions with no group by status

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
