Uploading any file with Korean or Russian characters doesn't work in Safari

Issue Summary

Uploading any file with Korean or Russian characters either with "Drag & Drop" or "Insert file and Images" will not work in Jira, as a result, it will show up as "Unknown Attachment".

This is reproducible on Data Center: yes

Steps to Reproduce

1. Open Jira Issue in Safari
2. Drag the PNG file having Russian or Korean characters in the filename into the issue
3. Add the attachment to the comment as a picture
4. Post the comment

Expected Results

The picture should be displayed as picture

Actual Results

The picture is shown as below:

Tested in Safari Version 16.0 (17614.1.25.9.10, 17614). It is reported that the issue is reproducing on all versions of Safari

Workaround

Rename file to remove Korean/Russian characters (or replace with english) and reattach 

OR

Use another browser (not Safari) when uploading the file
