Ability to remove the notice "Use the d/MMM/yy date format" at date picker fields

      As a Jira administrator would be useful to be able to remove the notice "Use the d/MMM/yy date format" at date picker fields, it pollutes the field view and in most part of cases, it's unnecessary.

            There is a bug relating to this message, "There's a default message to Date Picker custom fields in addition to the description"

            I do know why Atlassian developers assumed that most of the business people who may use Jira will know what it means d/MMM/yy date format, if most of them have not programming experience. This default comment should be fully customizable.
