Right now in order to check compatibility with the marketplace for an app, we must have JIRA connected to marketplace, in some cases this is impossible, it would be nice to force a pom.xml or something like that, where JIRA can check compatibility offline, and deny the installation if a flag is set (maybe a dark feature that doesn't allow incompatible installations).
