There is an option in the Jira Software configuration section for an administrator to set the feature for Sticky sprint headers.   In our environment some users like how this feature works and others do not.  Moving it to a user setting makes sense as this is a UI experience setting that affects how a user operates the software.   It should not be global to all users.   The biggest complaint we have with this setting is it hides the scroll bar in the header section and users that use smaller screen resolutions have issues scrolling from the bottom all the way back to the top.
