Summary
This is not possible to access existing boards on JIRA Software if JIRA Service Desk is installed and language is set to Russian.
New boards can be created, but as soon as a new Sprint is created, the board will not be available.
Steps to Reproduce
- Install JIRA Software and JIRA Service Desk.
- Set the default JIRA language to Russian.
- Try to access any boards. The following error appears:

This was tested on the latest versions (as of November 4th) of Safari and Google Chrome.
Possible Work-arounds
- Change the Default Language to English (US). This can be changed either under system level (Administration > General Configuration) or at user profile settings.
- Uninstall JIRA Service Desk.
- Use different translation language as reported by R Larionov in comment.

[JSWSERVER-15156] JIRA Software Boards are not available if JIRA Service Desk is installed and language is set to Russian
1. download the file https://translations.atlassian.com/dashboard/download?lang=ru_RU#/JIRA%20Software/7.1.0-m02, rename it to the name jira-software-language-pack-ru_RU-7.2.0.EAP20160529103110-v2r91-2016-08-15.jar,
2. stop JIRA service
3. replace the existing file in the directory ..\Atlassian\Application Data\JIRA\plugins\installed-plugins\
4.start JIRA service
