      NOTE: This suggestion is for JIRA Software Server. Using JIRA Software Cloud? See the corresponding suggestion.

      JIRA Software creates several custom fields, and these fields are locked.

      System administrator should be able to translate it even if custom fields are locked.
      These custom fields are locked to maintain canonical name as consistency.
      Since translation of CF does not harm these consistency, locked fields need to be translatable.
