Summary

Integrating with development tools should be only for JIRA Software projects in JIRA. Since after JIRA 7, we have JIRA project's type; Business and Software, then features from development tool integration such Development Panel should not be applied to JIRA non-Software projects.

Steps to Reproduce

1. Integrate JIRA 7.1.9 to Bitbucket cloud account - Integrating with development tools.
2. Navigate to a non-Software JIRA project's issue - notice that the Development Panel is being shown on the issue.

Expected Results

No Development Panel is being shown.

Actual Results

Development Panel is being shown on the issue.

Workaround

Fine tune all the non-Software JIRA projects' permission scheme to restrict who can see the Development Panel - View development tools permission.
