I'd like to be able configure jira to prevent a specific workflow transition only in JIRA board, but still enable it using actions on issue.

The reason is that when I drag the issue, the small space where I can drop the issue onto next column has 2 options, and users might drop over the other one by mistake. (image attached)

For reference, the issue origin state is "To Test", and possible destination transitions are "Certified" and "Close" (Issues can move from any status to Close)
