JIRA Agile gadgets in Confluence pages no longer work for anonymous users

      Problem Definition

      Anonymous users can no longer view JIRA Agile gadgets in Confluence pages post-JIRA7.0, due to Agile functionality now require the JIRA Software application access.
      The error on the gadget:

      Suggested Solution

      Not sure whats the best step here as anonymous users can at best view the project, but none of its JIRA Agile functionality would be available. This is intended behaviour because of the introduction of application access to replace the functionality of the JIRA Users global permission in JIRA 7.
      We could allow just the REST calls for these gadgets to be available to anonymous users, but not sure what the security implications are.
