JIRA 7.0.3 asks to update to 7.0.2

    Description

      After installing a clean JIRA Software 7.0.3, I went to the Versions & Licenses page (/plugins/servlet/applications/versions-licenses). That page tells me that JIRA Software 7.0.2 is available and offers me the chance to Update. Clicking "Update" seems to do something... but I'm not sure what.

      I shouldn't be told about the upgrade.
