No Edit option for the Agile Version Report dashboard gadget

Summary

Using the Agile Version Report dashboard gadget, Dashboard Owner cannot Edit the dashboard to choose Board and Version, because there is no Edit option.

Steps to reproduce

1. Add Agile Version Report dashboard gadget
2. Click on the option menu for that gadget

Expected Result

It will have the Edit Menu

Actual Result

There is no Edit menu, even the owner of the dashboard cannot edit to choose Board and Version

Additional Information:

• Reproducible in JIRA 6.4.12 & JIRA Agile 6.7.11
• This seems to be the regression of this bug JRA-44863
