Agile version report gadget does not work when there are no boards

1. install jira 7.0.0 software btf (downloaded from atlassian website) v7.0.0#70107-sha1:6cd5e8d
2. configured with test database, on onboarding didn't create project
3. created new dashboard
4. add version report gadget - the gadget displays error and spins forever.

I'd expect the gadget to show some information that there are no boards available.
