Epic Report chart area is not drawn in correct position

When using Internet Explorer 11, the epic report chart is sometimes drawn where it overlaps the status report.

When viewing the epic report, refreshing browser page, the epic report is drawn where it overlaps the status report around 60-80% of the time. The chart will be incorrect for a few refreshes, then will be in the correct position, after more refreshes the chart returns to incorrect position.

• There does not appear to be any consistent behavior or a certain number of refreshes that causes the change.
• Able to reproduce in various resolutions including 1900x1200, 1900x1080, 1600x900, and 1280x1024
